
The Distance Problem: Why Girls Stop School Before It Starts, And How We’re Fixing It

When we started mapping barriers to girls’ education across communities we work with, one pattern emerged faster and more clearly than anything else: distance kills enrollment. Not metaphorically. Literally. In rural regions across multiple continents, in parts of Africa, in rural communities across South Asia, in other countries facing similar infrastructure gaps, girls are systematically excluded from secondary education not because their families do not want them educated, but since the school they need to attend is simply too far away.
We are a team of professionals drawn from IT and education sectors, each with more than 15 years of experience helping organizations solve structural problems. We come from various parts of the world, we are based now in the USA, and we have spent the last decade watching the same problem repeat in diverse contexts: a twelve-year-old girl completes primary school, looks at an 8-kilometer walk to the nearest secondary school, and her family decides she will not attend. Not from malice. Not from lack of valuing education. But from the actual reality that an eight-kilometer daily walk is unsafe, exhausting, and incompatible with the household responsibilities a girl is expected to manage.
The 40% dropout rate that follows is not a mystery once you understand this barrier. It is the logical outcome of a system that was built without considering how geography and safety interact with girls’ education.
The Distance Barrier: What the Data Shows
Secondary schools in rural areas are inherently spread further apart than primary schools. There are more children in lower grades, so more primary schools can be built and justified. Secondary needs a larger catchment population to be economically viable, which means fewer schools and greater distance between them.
In some rural parts of the countries we work in, this distance is not minor. A girl attending secondary school might walk 8-12 kilometers daily, or need to cover that distance via inconsistent public transport that may or may not be available, safe, or affordable. In some parts of Africa and South Asia, this translates directly into a drop-off point: once girls hit age 12-13 and secondary school becomes the option, attendance plummets.
The reasons cluster into three clear categories. First is exhaustion. An eight-kilometer walk at dawn to attend school, then an eight-kilometer walk home, is six hours of walking before homework, household chores, and sleep. For a girl also expected to help with water collection, cooking, or childcare, this is simply not sustainable.
Second is safety. Girls walking alone or in small groups to distant schools face real risks: harassment, assault, robbery, and social judgment. Parents know these risks viscerally, not abstractly. No rhetoric about girls’ right to education overrides a parent’s fear for their daughter’s physical safety. And that fear is grounded in real incidents that happen frequently enough in these communities that families factor it into decisions.
Third is opportunity cost. The time spent commuting is time not spent on household labor or income-generating work that families might depend on. A girl who leaves at 5 AM and returns at 5 PM is not available to help with the morning chores or the afternoon work that keeps a household functioning.
Combine these three, exhaustion, safety, and opportunity cost, and 40% dropout rates stop looking surprising. They look inevitable.
Why This Problem Persists
The easy answer is that governments in rural areas lack resources to build more schools. That is partially true. The harder answer is that school construction is often planned at a national level with limited input from communities about their actual needs, and once a school is built, there is often no mechanism to address the access problems that remain.
A secondary school gets built in a regional hub. It serves students from a 20-kilometer radius. Some families in that radius have the resources, money, transportation access, cultural willingness, to get daughters to that school. Many do not. The school exists. The access problem persists.
This is a systems design failure, which we find interesting because it is a type of problem we have spent our careers solving in corporate contexts. When a company builds a system that works for 40% of users and fails for 60%, we do not blame the users. We redesign the system. Education systems in rural areas need the same kind of redesign.
What an Actual Solution Looks Like
Solutions to the distance problem generally fall into two categories: bringing school closer to students, or bringing students to school.
Bringing School Closer: Satellite Schools and Distributed Learning
The most durable long-term approach is reducing distance by building or supporting additional secondary schools in villages where none currently exist. This works only if you have realistic population density, a village of 500 people cannot viably support a full secondary school. But villages of 2,000-3,000 often can, when you combine enrollment from 2-3 neighboring villages.
We are working in this space by partnering with local education departments to identify villages where a secondary school is feasible but has not been prioritized, then helping fund construction and staffing. This takes 2-3 years and requires coordination with government, but it is a one-time investment that serves girls (and boys) for decades.
An illustrative example of how this operates across the sector, though not a reference to any specific identifiable program or organization, involves working with village councils to identify a central location, coordinating with the education department on staffing and curriculum, and funding initial construction. The government then maintains the facility as part of its regular education budget. By year three, the school is operating on public funds without external support.
This is the model that works long-term, but it is slow and requires patient capital.
Bringing Students to School: Transport Solutions
When a secondary school already exists but is too far away, transport becomes the intervention. This can mean:
Organized school transport: A bus or shared vehicle that picks up students from multiple villages on a fixed route and schedule. Cost varies by distance and student numbers, but typically runs $20-40 per student per month depending on region and fuel prices.
Boarding facilities: In some contexts, girls stay at or near school during the week and return home weekends. This requires safe dormitory facilities and supervision, but allows girls to attend distant schools without daily exhaustion.
Stipends for transport: Giving families direct cash support to cover public transport costs, allowing girls to use existing buses or taxis rather than walking.
Safe walking routes: In some areas, organized group transport is not feasible, but paying for better lighting on walking routes, having designated safe pickup points, or organizing group accompaniment can reduce safety concerns.
Each has different costs and different applicability depending on context. Our approach is diagnostic, we work with communities to understand which barriers are most critical, then fund the solution that addresses them.
Our Specific 18-Month Plan
We are starting with five communities in different regions where distance is the primary barrier to secondary school attendance. Here is what we are doing:
Months 1-3: Assessment and Planning
We work with village councils, school leadership, and families to understand exactly who is not attending, why, and which solution is most viable. In some villages, building a satellite school is possible. In others, transport is the answer. We document current enrollment, dropout rates, and family barriers.
Cost: $8,000 (staff time, community meetings, assessment)
Months 4-12: Solution Implementation
For villages where a satellite secondary school is feasible: We work with the education department to identify a location, fund construction or renovation of a facility, recruit and train teachers, and set up enrollment. By month 12, the school opens with initial enrollment of 50-100 students.
For villages where transport is the primary solution: We either fund school bus service ($15-20 per student monthly), establish boarding facilities for girls, or provide direct transport stipends to families. We coordinate with schools to ensure girls arriving by different routes are integrated into normal classes.
Cost: $35,000 (construction/renovation, transport operations, boarding facilities, administrative overhead)
Months 13-18: Transition to Sustainability
By month 13, new schools are operational and the education department has committed to ongoing staffing and maintenance funding. Transport services are being covered by combination of government subsidy (where available) and family contribution (where families can afford small payments). We are documenting what works so the model can be replicated.
Cost: $12,000 (final infrastructure, monitoring systems, documentation)
What This Costs and What It Accomplishes
We need $55,000 to fully implement this 18-month program across five communities.
That funds:
- Construction/renovation of 1-2 satellite secondary schools: $25,000
- School transport operations for 3 communities: $18,000
- Staffing, training, and administrative support: $12,000
By month 18, we expect to have:
- 80-120 additional girls attending secondary school (who were not before)
- At least one new secondary school operating on government budget
- Transport systems connecting 3 villages to existing secondary schools
- A documented model that education departments and other organizations can replicate
More importantly, we expect these systems to persist. A new school does not disappear when NGO funding ends. A government-subsidized transport program becomes part of regular education operations.
Why We’re Asking
We are asking because we have identified a specific, solvable problem. Girls are dropping out of school because it is too far away. That is fixable. It requires capital and coordination, but it is fixable in ways that many development challenges are not.
We are asking because we are committing to measure this. We will track how many girls stay in school, what it actually cost per girl, and what happens after our funding ends. We will document what worked and what did not, so this does not become another one-off project.
We are asking because every dollar directly funds either concrete infrastructure (a school building, a bus) or direct support (transport for a girl to attend school). There is no overhead beyond what is necessary to ensure these things actually happen and actually persist.
